The whole problem is that the just concluded business cycle ended with excess goods, high debt levels, excess capacity and low inflation. It is not likely to respond to the usual "more money in the pockets of the consumer/company" approach.

Bush's team probably knows this, and also that this will take them down in the 2004 elections. So, they will do whatever they can to rewrite the tax code until then -- all the time claiming that it is being done to save the economy.
