Yes, it's largely consumer-driven. But I would rather see my payroll taxes cut by some 0.2% or so. That would put a lot more than 3 bucks in the hands of us poor folks (a guy with a 40k salary would get 80 bucks more).

A lot of us poor folks don't have money in taxable accounts that can be invested in stock-markets. Our 401k's have become 201k's (if not 101k's) and folks in Bush's team think that we will move the few hundred bucks that we have from our savings accounts into the market? Not a chance!
