Yes... smiley faces are nice...

But I still would have felt compelled to correct you with regard to UN resolutions.

Chapter 6 resolutions are like "warnings" or "suggestions" to take a particular course of action.. For example, all resolutions regarding Israel are Chapter 6 resolutions.

But under Chapter VII, article 48 of the UN charter, all (or even some) of the UN members are authorized to enforce the Chapter VII resolution, with military force, if necessary:

Article 48

1. The action required to carry out the decisions of the Security Council for the maintenance of international peace and security shall be taken by all the Members of the United Nations or by some of them, as the Security Council may determine.

2. Such decisions shall be carried out by the Members of the United Nations directly and through their action in the appropriate international agencies of which they are members.


Thus, Shiloh.. the United States is AUTHORIZED UNDER ALREADY PASSED UNSC RESOLUTIONS TO TAKE MILITARY ACTION AGAINST SADDAM (Iraq) if he fails to comply.

And to boot, Bush can take action through NATO, without UN vote on declaring war being required.
