Check the dates of your information. Everything posted on the web is not updated to reflect new situations. If just recently retired astronaut Charlie Bolden states on national TV that there is no longer a blackout (in contrast to the bubbleheaded question from the TV commentator next to him), then that's good enough for me.

It's a student's attempt to do some educational learning project by simulating communications over computer... looks like it was created/modified by someone at Rice (and was originally created by some other student in 1989, when there still was a blackout period), but it isn't NASA and it isn't up to date.
