I read the article carefully. There was response to the points Bush raised, but not conclusive ones. In any case the whole argument is based on two claims, the claim that one type of fine accessed one way declined year to year (without other ways of imposing the fine declining) and the fact that Bush is trying to shift some of the enforcement to the states. So even if the rebuttals did blow the Bush administrations explanations out of the water (and they really don't) you would have a pretty flimsy framework to hand the claim that the administration "is doing everything it can to undermine the progress we have made with the environment" on.
