Hi Kumar. It depends on your definitions of the words, but from what I've seen, civilization is closely allied to prosperity. I think the prosperity comes from the civilization, rather than the reverse. Culture is a slippery beast and we all have culture - depending on what you mean by it.

They don't. That's certain. BUT how many can become educated when they are hungry, and full of disease, and all the etc's of non-economic prosperity....

It is up to a cultured and civilized civilization to provide the foundation that allows the citizens of that civilization to have adequate food, water, clothing, and shelter....so that eventually they can appreciate the best in brass and bronze work, carpets and other art work ....
