Bush also now trying to dump the poor on the states. SO he doesn't have to take responsibility for a new generation of unemployed homeless without health care. Meanwhile the Governors are being forced to make the tough decisions, including raising taxes. Bush is merely shifting the burden to the states in an attempt to deny responsibility to Americans. Along with fewwer charitable contributions due to lower taxes for the rich and added pollution look for a general gradual degradation of the quality of life. The "compassion president" is a emperor with no clothes. he says one thing and does the opposite much of the time.
