In a perfect world that would be so. Ours is not perfect.

My point is that the wishes of the people of Iraq do not sit well in Washington. Since we'll be the ones who bring down Saddam, we will also be the ones who decides his replacement. It is a virtual impossibilty that we will replace Saddam with someone who will rather listen to Iraqi people than to US Congress. This means that we will replace Saddam with another unpopular "leader" who will oppose the Kurds and the Shia. How will this person stay in power if not by brute force?
