You cannot blame Clinton anymore. This is Bush's watch. Clinton has been out of power for more than two years. Bush can try to blame anyone he wants but the buck stops at his desk now. He even controls both houses of congress so quit trying to deflect the obvious. Bush's tax cuts have not helped the economy, have queered the markets, clobbered the dollar, spooked consumers and even the rich who benefit are having relatively hard times unless they're close cronies of Bush's, therefore benefiting from his cash-for-policy arrangements.
