The UN members didn't want to give the US a UN endorsed Carte Blanche. The the US didn't want to engage in defiance of the UN. So they agreed to dance for a while as Sadam fiddles the tune.

And so we come to this - will the UN accept the US proposal? Will The US leave the UN jilted on the dance floor and pummel Sadam for playing the wrong tune? Can Sadam fiddle himself out of this yet again? Or will the US dance to a different tune leaving the UN swept away and Sadam scrambling to figure out how to fiddle the new tune while Al Qaida ducks for cover?
