Containment does not work for the world here. It works in favor of Saddam Hussein. So if he has 33 mobile weapons labs, and you "triple" (as the French say) the number of inspectors, and then you find one lab, what next? Six months later, and you find another. Then what? Another 1998, where the weapons inspectors started getting too close, and they were summarily thrown out? An announcement that they are "spys, and must leave the country"?? You cannot make unspecific generalizations, to make a specific point (i.e. you make a great argument to contain him)
