You are increasing their taxes relative to what others will be paying (assuming you approve the tax reductions of other brackets). The top bracket(s) that are not reduced, when others are being reduced, will in fact be paying more of the tax burden than had been happening-- thus it is a tax increase.

This is a hard thing for many to understand.

Were you calling for tax cuts when there were projections of increasing surpluses?

We just don't want to DECREASE their taxes when the government is facing an increasing budget deficit.
