The French and Germans need to be convinced. But they have nothing to do with US public opinion wary of Bush's motives. However both have misgivings for similar reasons. We know the dark side of the right-wing military-industrial complex. We remember Iran-Contra, Watergate, the lies that got us into Vietnam, Enron, going back on promises to sign Kyoto Treaty, neo-conservative plans to continue on through Iran, etc. This puts the burden of proof on Bush if he wants domestic liberal or European support for what is not a clearly justified war.
