Also, there are economic considerations called oil. Germany is a different case. Schroeder has played upon German emotions. Germans are a proud people, they don't like being second fiddle, and they didn't like NATOs bases tearing up the German countryside, and they didn't like being the target for Warsaw forces, and their economy is going down the tubes. Schroeder played to these emotions, and used anti americanism to win votes. Now that Schroeder got elected partly on anti americanism, he must keep up his image. Foiled again top gun! Germany declared war against the US on 11 December, 1941. The US declared war on Germany in conjunction with its "United Nations" declaration by 26 countries on 1 January, 1942. So FDR did get UN approval. As you can see, Germany sent the notice to FDR on Dec 11th, and Congress approved and declared war on Germany Dec 11th. Did you ever consider it may have been easier finding countries to go against Germany? Of course it was easier then. All 26 countries were at war with Germany at that time. However, even given the higher degree of difficulty, Gw could easily get 26 signatures today.
