The Sunshine policy's success was a direct result of a couple of hundred million that South Korea paid North Korea
Which indicates that North Korea does respond to something besides beligerence. That's the way many relationships start. In the long run trade is a better way of influencing the leadership of North Korea than straight payments since it is often self financing.
