Actually N. Korea has been supporting different groups with missiles and technology for years.
So it was not "just thought up"
If you look at the links I posted on Clinton and his administration trying to buy off the N.Koreans you could then follow the sequence of events backward to see how long the N.Koreans have been active in pushing a communist agenda. Or if you look up on AP / Reuters/ or Time /Newsweek
Archives you should be able to put it together. George Bush is just the clean up man. JMHO
