There's plenty of these guys around, and Saparmurat Niyazov is probably somewhat more of a threat than the sad leader of poor old Albania. The Saddam fixation is amusing enough, but by all indications it has a lot more to do with positional advantage in Perle's great game schemes that relative threat evaluation.
