Competition doesn't have to antagonistic. North Sea capacity starts to decline in two years. Recall that the general consensus is for capacity outside OPEC to reach its peak late in decade and start to fall.

China's car production is growing about 50 percent per year. Their emmissions will also grow 2 1/2 times as much as the US over the next decade. It doesn't take a genius to figure out the Kyodo treaty on greenhouse gases was a joke.
