Powell did present evidence that the fabrication for the banned tubes had become increasingly refined, as is required for the manufacture of the centrifuges.

And don't forget the high powered magnets.

And all the other stuff found since 1991. From the IAEA's report, as of 1998:

Iraq was at, or close to, the threshold of success in such areas as the production of HEU through the EMIS process, the production and pilot cascading of single-cylinder sub-critical gas centrifuge machines, and the fabrication of the explosive package for a nuclear weapon.
