No. You would have to have a reasonable fear such as the US has following 9/11. NK has no such history....

But, if America doesn't pre-emptively wage war, and suffers a disastrous attack, America's protective umbrella would no longer be able to protect Europe, South Korea, Japan, Israel, etc.

Then, we all will be victims til the end of time.
