NEW YORK (Dow Jones)--A senior U.S. official said that President George W. Bush plans to make a "very toughly worded" statement Thursday around 4:30 p.m. EST (2130 GMT), charging that Saddam Hussein is openly defying the will of the international community, the Cable News Network reported.

According to CNN, Bush will say that the U.S. is more than willing to have the U.N. Security Council adopt a second resolution on Iraq but such a resolution must authorize the use of force and be adopted within the "next several weeks."

The senior official told CNN that the goal of Bush's remarks is to prod the Security council "to meet its obligations and meet its obligations quickly."

CNN reported that, from the White House's perspective, the obligation now is on the Security Council to make clear that unless there is a dramatic turnaround in the behavior of Iraq in the next couple of weeks, the council will move from inspections and diplomacy toward the implementation of "serious consequences" called for in the U.N. resolution that sent inspectors to Iraq.
