Powell has always been a "good soldier" and taken orders from the Bushes. He has moderate/different views and sometimes expresses them. Powell has been well-rewarded in private life for working with the Bushes. Somehow he made 50 million bucks between Bush administrations. Condi Rice has also made a bundle. The Bush inner circle works hard to make each other rich, in and out of office.
