Maybe he wants a big fight. Not everyone wants to avoid them. Some people just love it. Even if they lose, they are okay with it. I had a friend like that.

Everyone has different understandings of the same information. Look at this thread for example. I don't see many I'd call irrational. Same with Saddam. He just has a different idea of what to do to suit himself. Which might or might not get him the outcome he thinks.

Powell is out to gently but very forcefully persuade Saddam of the best way to act to suit Saddam. He's trying to align their interests.
