They would need an excuse though...

In the case of Iraq, it is WMD. It is another matter that Saddam has no way of delivering it to the US -- the two airplanes in his Air Force can't get out of the No-Fly Zone and the 8 Scuds in his missile collection can't fly more than 12 miles...
