Well, I think upholding the principles for a just war is one instance where morality might get a play.

a) Is the war just, i.e., in defense of one's self or someone else?

b) Have all means been exhausted so as to prevent the war?

c) In a measure of competing harms will the war itself do more damage than to not fight the war?

I don't think what Bush is doing fits into any of the three above. Thus, should he pull the war trigger, in my sincerest of viewpoints, his action would be immoral and a crime upon humanity, and given he's used outright lies and distortions to build his case for this war, in my view he's prime time for impeachment.
