I am Still not real clear what " Preemptive strike " means

Pre-emptive strike involves conducting an attack against an adversary before he is able to implement his plan to attack you.

The 1967 war is a classic example of a pre-emptive strike. Nasser had blockaded the straits of Tiran, kicked out the UN observers in Sinai, and moved additional troops into the peninsula...

The Israelis were clearly going to be the subject of offensive operations by Egypt. Thus, they struck first before Nasser could.

That's a pre-emptive strike.

With regard to Iraq, we can call it pre-emptive over the long term.. But so far as I'm concerned, it's a matter of forcing Saddam to comply with US resolutions demanding Iraq's disarmament...

I don't consider it a pre-emptive strike.. But an enforcement action where the US is doing what the UN cannot muster enough spine to do..
