The Kurds ARE and MUST actively protect themselves from him, and he isn't working so hard to hide his weapons for nothing. He was very likely just as aware as Osama of 911 prior to the fact, and he is surely working on something he feels will work for him(hint: we wouldn't like it at all).

But the Kurds would love to see us involved in the region. At least they'd love to see us kick Saddam out. Then the Kurds would turn on us.
