Like I said I know what preemptive strike means in my mind but it could well mean different things to others.

Lorne.. you can perceive it any way you like... The Japanese will obviously prefer to beleive we forced them to attack us..

All that matters to me is that we won and they lost.

No, Japan's reasoning was "The US will attack us IF we attack the Dutch West Indies, so let's attack the US first" (this was a big miscalculation, but it was their reasoning). So in that sense it was preemptive, but preempting an attack that is going to be a response to your own aggression doesn't count.
