I can't imagine how this could be anything other than intentional, since these speeches are the products of “work-teams,” that discuss and fine-tune every little nuance. What is more difficult to assess is the motive behind the speech. Who is he really addressing? The American people? Saddam Hussein? Holdouts like Russia, China, Germany and France? He's not only looking at it as Saddam Hussein's last chance, as the president said, but could he be warning others that it is the last chance? The last chance to participate? Do countries that seem to be arguing to let the inspection scenario play itself out before acting really mean they will endorse an invasion if and when a clear-cut time comes? Or is it a stall to insure the time will never come? How many hidden agendas underlie all this manipulation? Is it possible that every single player is operating with a hidden agenda? Is there a chance that large numbers of American soldiers may die in chemical or biological attacks? And what does it mean to the stock market? Unless Saddam decides to go into exile, we'll almost certainly invade Iraq. The market will almost certainly sell off when hostilities become a reality. And the market will stop going down and probably start going up when it is clear that a favorable outcome is inevitable. It's easy to fit such a scenario into a successful test of the October low.
