I think the material was contemporary. But there is nothing wrong with referring to a report published in September about Iraq's intelligence agencies. That wasn't long ago.

Do you think the US could have used the 9/11 tragedy in order to establish better relations with Iraq?

I don't see how. Iraq's government controlled media was happy over 9/11 I recall.
