the below article says that a fund wanted to buy QQQ and long puts, but couldn't get the price so instead did the put spread knowing they would get assigned... voila!

altho now i suspect the above is right, on any specific day, it's hard to believe the OI figures as reported. for example, yest morning, OI for 55puts were 73k, but when quotes refreshed at EOD, OI "popped" to 250k. so altho this mornings 46k may be accurate, I think it bears rechecking over the course of a few days to be sure.
(i have some software which tracks vol/OI closely on a number of series, and u would not believe how many are misreported from day to day)
