One of the natural byproducts of uranium fission is plutonium. The phrase the engines to enrich could be reasonably interpreted as you have. But all reactors create or enrich the plutonium content. All uranium fission reactors are engines of nuke material.

That is why in 6 months is was suggested that NK could have material for 6 to 8 more nukes. Plutonium is also the choice material for dirty bombs.
