12:43 ET Ashcroft confirms terror threat level raised to High Risk : Attorney General Ashcroft confirmed at a press conference that the govt has raised the terrorism threat level to High Risk from Elevated; as was widely-reported this morning, the move was based on intelligence indicating that al-Qaeda could be planning attacks on lightly-guarded targets during or after the Muslim holy period of the Hajj, which ends in mid-Feb.
