That's probably true. Their own governments have failed to do the things the U.S. Declaration Of Independance says a government should do.

But, when their disgust of their own governments turns to action, it doesn't harm us (unless those governments are really a form of U.S. colonialism-by-proxy). We can stand on the sidelines.

But, if our soldiers are in their country, and they hate us, then we become the primary target, the focus of all their frustrations. What they think about their own government, then becomes irrelevant.
