There in lies one of the problems. In the compassionate USA , many believe we do have an obligation to help the helpless. They know it, so does the Mexican government.

We're missing the point here -- remember, "He who robs Peter to Pay Paul is assured of Paul's vote." With that said, and after the Clinton administration repopulating California, it may too late to regain control of immigration.
