joke or not the unemployment has always been counted that way (even when i had to take an econ course as an elective course -- and that's where i found out the way unemployment was calculated). the questions are such that if a person has not been looking for a job for a period of time (i guess in the case you cite four weeks), that person does not figure into the statistics. all that person has to do is say "yes" to the question of whether he has been seeking a job in the past four or less weeks, and he will count in the stats.

Non workers / discouraged-

Some have gone to grad school

Some are mommies

Some will be going to the Persian Gulf, via National Guard

Some decided to travel until economy improves.

And some really need a job (like me)

This time, there are more people in the top four categories, many of whom got some money during the boom.
