No, I would have called this a "stupid" move.

Why did Clinton go into Kosovo without a UN resolution? Why did the Democrats not demand a resolution for Clinton to go into Kosovo? Better yet, why did the Republicans not demand a UN resolution?

Because the UN got bogged down and something had to be done to stop Milosevic's ethnic cleansing of Kosovars which was going on right then. In the case of Iraq now, the UN has acted, its inspectors are in Iraq and Saddam Hussein hasn't lifted a finger against the Kurds for the last several years. The Republicans didn't demand a UN resolution, because they felt that America had no reason to be involved in the issue at all.
