Yes, but the US has a very shifty view of who is a terrorist and is completely untrustworthy, IMO. For example, Reagan invited the Taliban to the White House and called them "the moral equivalent of our founding fathers" and supported Nicaraguan terrorists by calling them "freedom fighters". I have fallowed the State Department's view of who is and is not terrorist over the years. The best I have come up with is that it is void of any moral content and that a "terrorist" is anyone whom we don't like. All the rest are "freedom fighters" who dare to break their chains of slavery.
