So if North Korea is a bigger threat to France and the US than Iraq, why isn't France leading a coalition of the willing to stop North Korea. What positive steps have they taken to show the leadership of a nation sitting as a permanent member of the security council?

The fact remains, that while France is posturing to keep their Arab options open, they risk losing every ounce of prestige they have.

What I fail to see is why these nations who claim to find higher risks to the world today than Iraq, fail to do anything other than advocate restricting American efforts to deal with rouge states. I think the situation would be vastly different if someone else attempted show real leadership in confronting global foreign relations issues. What I see are those either willing to join or snip at the one nation willing to put its treasure where its principals are!
