The question is whether France, Germany, China, Russia, Ukraine, whoever, subverted the sanctions process by selling Iraq unapproved technology on the black market.

Who cares? The US is just as guilty. What really matters is if a French and German plot to put EU peacekeepers in Iraq prevails, the US and Britain will end up on the outside looking in when it comes to rebuilding Iraq. You can rest assured that France, Germany, China and Russia are actively putting their own strategic interests ahead of the US and Britain. Bush and Blair must invade Iraq ASAP or face the prospect of being responsible for the decline of America and Britain.
