What is your fear about Korea? At the end of the day, they have nothing to gain by moving from talk to action. I see them as negotiating loudly at a time when the US is motivated to make the problem go away quickly. I see almost no chance that Korea becomes a military problem. Both governments use chest beating too much but that is all sound and fury signifying nothing. In the end, North Korea will give up their nukes for peace and rice and oil.

When does it start?
IMO the US probably has two dates in mind.
1. The first date is when the various generals in command report their troops are acclimated, 90%+ on-site, needed stores available and have satisfactory communication with air support.
If left too late then socks and shoes wear out, batteries get weak, some local repair parts get used up from the depots, fuel supplies dwindle, troops get bored, carburetors and filters get clogged with sand,some equipment gets scheduled for routine ( perhaps 30 day) maintenance or calibration at remote repair repair sites.
This date could be earlier than Feb 18 th when Turkey votes as this may not start off with a ground operation
2. The second is the go-no go date, related to avoiding summer weather, the morale of troops who have been camped out too long eating kit rations and inactive on a stinky dry desert ( or whatever is it is)
We have enough countries to support us without France or Germany
Neither date will change as a result of present talk at the UN or more inspections.
But if the UN or their members present a workable plan that will eliminate Saddam without military action
instead of just talking about more inspections, then the first date could be changed to let them try it before our cut-off date .But they should not be permitted to start any military action or war activities because it would throw our entire battle plan in disarray and put the enemy on alert.
They do not seem to have any such plans yet to talk about and do not even seem to be discussing them.
I do not think it acceptable to let 1000 Inspectors plus French and German troops be on-sight when the action starts.
They could say "Hey, you wouldn't bomb us. would you, What will the world think? "
To prevent this paralysis and delay ( which the French and Germans seen to desire ) the US may have to say
to them and the world
"Well, OK, if you wish, but get your dumb as--- out of there before Feb XX- because we are not risking our helicopters and troops to come in and rescue you after the action starts"
Or whatever

As I see it, we are doing what we should be doing at the moment. If they pull a "Crazy Korean" we are as ready as we can be. If they don't they will probably go under later this year. All the "Noise" from the left is just that, Noise.
