the volume is consistent with the public buying while the smart money is distributing to them

I often read about the smart money and others that accumulate at the lows and distribute at the highs. Can anyone tell me who the smart money" is? And here's something to ponder, why would the "smart money" sell now with the Nasdaq below 1320 and S&P500 below 875 when they could have sold anytime in the last three months above 1320 and 875? That money doesn't sound so smart to me.

I contend that by definition, the "smart money" already sold. Now it is just a question of at what price range the smart money will be buying.
