But you can structure the world in such a way to minimize their evil. IMO the UN could help to make such evil less likely- but what is needed is consensus and clarity. Saddam is who he is, because we chose to use him as a tool, and failed to look down the road far enough to see that in using him, we were empowering a leader who could be a huge problem for us later. Further, by not being very clear with Saddam before he attacked Kuwait, we set in motion this whole series of events. Since we championed his war with Iran, how could he know what "peaceful" guys we were? We send very mixed signals to foreign governments. More so than other governments? I don't know. But the problem is we send mixed signals, we get crappy results, and then we have the wherewithal to punish other countries for situations that we help to create.

Such waste. What we need is better foreign policy; more thoughtful foreign policy- happily this also happens to be cheaper, and thus is a bargain.
