A couple of years ago Halliburton sold about $25M worth of services to Iraq through a foreign subsiduary. It was not an actual breach of the sanctions but it was clearly an attempt to skirt around the sanctions. Given the rather high profile of the CEO of Halliburton at that time, I doubt any of the evidence about breaking the sanctions will come out after the war.
