My guess is twofold:

First, I do think that management wanted to avoid a charge to earnings.

Second, contrary to what a lot of others on this thread think, Intel does operate with a certain set of ethical principles. And most probably, the execs at Intel believe (and I agree) that if you reprice options, that goes contrary to the entire principle of stock options. You award someone an option, it is intended to reward them when things go well and not reward them when things don't go so well. If you reprice options that sends the clear message to shareholders that execs will reward themselves whether things go well or not. Regardless of whether there are extenuating circumstances or not, that sets a bad precedent.
