That's a good question that I would also like to see Stephen O answer. All I know is that Teck Cominco (for example) has been doing fairly well on increasing volume while my PM miners sold off this week.

The economy is not weak in China and it has not been that weak even in North America. Housing has been strong which is a big user of metals and industrial activity has just been reported better than expected. Modern vehicles are using more electric motors and if hybrids like Prius take off they will double the copper intensity in cars.
Another reason for metals prices picking up is that there has been little money spent on exploration over past 5 years. Investors money was going into technology not into hard scrabble mining.
