Somewhat related to the disappointment that is the UN. The CA legislature regularly mandates many requirements for cities, from water purity statements to police uniforms. State requirements have increased workmen's compensation costs 70%. According to the CA Constitution the state must fund mandates but the burden of proof falls on the city when this does not happen. The city must effectively file a civil suit against the state, sort of a David vs. Goliath scenario. A city must first file a test claim with the commission on state mandates, comprising seven governor appointed members: three local representatives and four state representatives. The commission currently has a four year backlog, and under the governor's budget plan the number of meetings would be halved. Recent examples of unfunded mandates are AB 415 which requires police to undergo special training to prevent child abductions. AB 1847 ensures cities are held responsible for employee exposure to biochemical substances. AB 1858 requires stricter surveillance of know sex offenders. Of 480 cities in the state, fewer than a dozen actively file claims against these unfunded state mandates. Catch 22 revisited.
