It doesn't matter if they are technically in the Armed Forces. It was a way to escape action for the chicken-hawk Bush (and Quayle and a bunch of other Republicans -- of course, Cheney got away by vigorously working overtime on "procreational activities"). The technicality enables idiots like you to claim that he "served" in the Armed Forces -- yeah, just like Lindsey Graham, another Republican, did in the Gulf War.
