North Korea needs to relax, come out of isolation, keep its signed non-proliferation agreements, focus on fixing its internal problems and quit throwing military temper tantrums whenever it needs more aid.

There is no US policy of regime change or preemption toward North Korea.

BTW, there's no policy of preemption toward Iraq either. Iraq in in material breach of its ceasefire and a host of Security Council disarmament resolutions. Iraq is unfinished business.
