Yes, you're right. BSE scare put feeding ground up carcasses out of commission.
You know if I were the developed countries I would quit producing food. Develop some specially genetic engineered cultures and grew it as feed-stock for bio-diesel. They would still would be happily handing out money for their farmers, but they would be:

1) cleaning the environment with a more user friendly type of fuel

2) Eating better food produced by eh Cairns Group countries.

3) "Eating" up CO2 as the cultures would sink the CO2 present in the atmosphere

4) Lessen the dependency in the likes of Saddam Hussein.

But I think they aren't that clever, they prefer red beet sugar, shoe sole beef, tomatoes produced inside green houses and meat of cattle fed by feedstock instead of grass
